Garen Judgement Suggestion

Just trying to think up some ideas on how to make Garen's Judgment skill work better late game.

One thing that would be simple would be to give it a better scaling ratio as it now only scales off additional damage and not base damage as well, but then mid game that could be slightly over powerful.

Another thing I was wondering is if instead of simply scaling off of AD and dealing damage per second to targets around him, is if the more attack speed he had, the 'faster' he would spin and deal more attacks to targets around him rather than just per second. This would not buff his early game as attack speeds are rather low at this point and the damage is not like his mid game either at that point. This would also give players more of an option in build path instead of just AD with tanky items.

Oh, and make his Decisive Strike proc on hit effects.

I'd say to ensure that there isn't some level of attack speed wasted because Judgement only lasts 3 seconds, would be to cause some percentage of Garen's attack speed when over his base at level 1 increases Judgement's damage accordingly (double attack speed over base at level 1 increases the damage of it by some percentage of 100%?)
