Last I checked this was deemed too situational to be viable, yet I've seen it in nearly every tourney game I've bothered to watch.

It's good for turning games around in early teamfights. Most AD champs can get messed up by burst that early, and hexdrinker is a good counter.

Its not situational, for some champs it is a Core in their item set. Any Champs who can spam there AP ratio skills it is something that is a must buy. Now goin beyond a hex is pointless imo because if you all think back 20% was the cap on the book of the ancient So why pay 900 to gain 5% more just to give everyone else the effect better to leave it for when you have nothing else to buy.

Oh that item lol, early game it is a save your ass instead of taking the burst damage that would have killed your champ before you could ghost/flash away you have 300 extra points of damage they have to go thru before they can kill you. It is a worth wild item early game, if you want to burn the cash on it. Really annoying for champs like Leblanc and what have you..

Great for saving your ass from burst mages and Karthus. But other than that, its not terribly useful.

Useful when you know that you will be burst down by somebody like leblanc or facing a karthus with somebody like mf. The effect has a reasonably short cooldown, and the components are both helpful by themselves.

It's not bad if you're an AD guy who wants some magic resistance.

Other than that... It'd be nice if it built into something bigger, or if it was a null-magic cape instead of a normal cape. It's a fine item but the +300 hitpoint shield is not 'after armor' so it's kinda crappy for a tanky sort.

Actually the 300 HP does scale with MR.
