Riots has relased many mage champions; yet, for some strange reasons, none of them are meant for beginners. Beginners suffer greatly from the fact that new champions take a long time to master. Even many decent players have difficulty using a new released champ.

Taking all those into consideration, I would like it that Riots be kind enough to released more recommended champions.

Overview:

Lissandra the Ice Dervish is a mage meant for Tutorial (replacing Ryze). She is versatile character, fulfilling the role of an AP damage dealer while also being capable of supporting her team.

Her resource is the standard mana system.

Attributes: Support, Mage, Ranged, Recommended.
Health 40 (Average) Attack 20 (Weak) Spell 90 (Strong) Difficulty 30 (Easy)

Lore:

Lissandra is the niece of the former Ice Dervish-Mauvole, and the oldest of the Princess trio: Ashe being the middle, Sejulani being the youngest. During childhood, the Three Young Princesses were best friends. Their mending friendship would have had a promising effect on the longed-for Unification of Freljord had it not been for Mauvole who, blinded by age-old prejudices, ruined it.

Lissandra was ashamed of Mauvole's actions, but she chose not to displease her aunt, who had brought her up, and silently isolated herself from the other two.

After she was crowned the New Ice Dervish following her aunt's passing away, Lissandra made a bold move of pledging allegiance to Ashe, the Frost Archer. Lissandra urged Ashe to adopt the title of the Queen to facilitate the Unification of Freljord, much to the latter's reluctance; during a private dinner, of which the famed barbarian king Tryndamere was also a participant. It was also under Lissandra's influence that Ashe chose Tryndamere as her King, since Lissandra felt sympathetic to Tryndamere's plight of losing his parents to Noxian assassins, and an Alliance with the Barbarians provides mutual benefits for both the Northerners and the nomads against Noxian imperialists.

Lissandra's actions, however, again displeased Sejuani greatly. Sejulani could never forgive both of her former best-friends' "betrayal." Her vendetta was later transfered to the entire tribes of the Frost Archer and the Ice Dervish. Now, she mistakenly took Lissandra's actions as being in league with Ashe to impose a tyrannical rule upon her Winter's Claw tribe (ironically, many Winter's Claw elders appreciate Lissandra's deeds).

Sejulani disappeared one day with some loyalists, only to later came back, disbanded the Winter's Claw Council of Elders, and joined the League of Legends as a Champion. Knowing full well how emotionally vulnerable Seju is behind her tough guise, Lissandra immediately joins the League to fulfill two goals: to explain to Sejulani, the little child she always cares for, the cause of all her past deeds, and to rekindle their long-lost friendship.

Skillset:

Innate - Freezing Halo: Enemy targets affected by Lissandra's spells have their Movement lowered by 10/25/40 (lvl. 1/8/15) % and 5/10/15 (lvl. 1/8/15) %Attack Speed by for 3 secs afterwards. Enemy units around target affected by Lissandra's spells have their Movement Speed lowered by 7.5/11.25/15 (lvl. 1/8/15) % and Attack Speed by 5/6.25/7.5 (lvl. 1/8/15) % for the same duration.

Q - Hoarfrost: Lissandra's power over Frost and Ice condenses water vapour around a target.

On allied: Lissandra coats her ally with an Icy Shield. The shield accumulates its strength over 2,5 secs and lasts for 2,5 secs afterwards

Hoarfrost cannot be cast on Self.

On enemy: Lissandra deals magic damage to the target. Main enemy champion struck by Hoarfrost takes 150% damage.

In either case: Hoarfrost also spills to nearby targets. Other nearby enemy champion takes 60% of that damage.

Damage on enemies:

Base damage on minions: 50/80/110/140/170 (+0.5 per ability power)
Damage to nearby enemy champion(s) if Hoarrfost spills from enemy minions or an Allied champion: 30/48/66/84/102 (+0.3 per AP)

Damage to main enemy champion: 75/120/165/210/255 (+0.75 per AP)
Damage to nearby enemy champion(s) if Hoarfrost spills from an enemy champion: 45/72/99/126/153 (+0.45 per AP)


Shield on Ally:

Initial Shield: 50/90/130/170/210 (+0.45 per AP)
Shield Strength accumulated per 0.5 sec ticks: 8/12/16/20/24 (+0.05 per AP)
Total Shield Accumulated: 40/60/80/100/120 (+0.25 per AP)

Total Shield's Strength: 90/150/210/270/330 (+0.7 per AP)

Range: 675
Radius: 225
CD: 18/16/14/12/10
Cost: 70/80/90/100/110

W - Needle Ice:

Passive: Lissandra gains 8/11/14/17/20% Magic Penetration

Active:

Lissandra sends an Icy Spike at a target, dealing damage. It shatters on impact, striking another enemy for 75% damage, with preference to champion over minion.

If her enemy target is alone, Needle Ice deals 135% damage. (2)

Damage:

2 targets: Damage on main target: 80/110/140/170/200 (+0.6 per AP)

1 target: Damage on main target: 108/148.5/189/229.5/270 (+0.81 per AP)

Range: 600
CD: 17/15.5/14/12.5/11 secs
Cost: 80/90/100/110/120

E- Glaze: Lissandra puts a Spell Shield on an Allied Champion. The Spell Shield lasts 5 secs, during which Lissandra's ally takes 15/20/25/30/35% less damage from Physical Attacks. If the Shield successfully blocks an offensive spell, the ally will be healed.

If self-cast, Glaze only act like a normal Spell-Shield with no bonus whatsoever.

Healing on Ally (not Self): 80/140/200/260/320 (+0.8 per AP)

Range: 825
CD: 15 secs
Cost: 75/85/95/105/115

R - Ultimate - Implosion: Lissandra suppresses and shields an enemy Champion in an Icy Shield for 3 secs. The Shield accumulates its strength each 0.5 sec during the Channeling then implodes, crushing the enemy inside for a base damage+its accumulated/remaining Strength in magic damage.

To rescue their trapped teammate, enemies can break Lissandra's Shield, which takes 150% of enemies' single target damage, but only 75% enemies' AoE damages. Lissandra's Allies, in turn, will not break Implosion's Shield while attacking the trapped enemy.

During the Channeling, Lissandra is immune to all disables but takes 35% more damage from all sources.

If Lissandra moves and cuts the Channeling, 50% of the accumulated Shield's Strength+Base Shield is dealt as damage.
If Lissandra dies during the Channeling, 100% Base Shield or remaining shield's strength (under Base) is dealt as damage.
If the Shield is successfully broken or removed by means of GP's Oranges, Quicksilver Sash, or Cleanse, no damage is dealt.

Base Shield/Damage: 125/225/325 (+0.6 per AP)

Shield's Strength accumulated per ticks: 25/45/65 (+0.2 per AP)
Total Shield's Strength: 150/270/390 (+1.2 per AP)

Total base+accumulated damage: 275/495/715 (+1.8 per AP)

Cost: 125/150/175

Range: 600

CD: 135 secs.

Recommended Items: Doran's Ring, Sorcerer's Shoe, Rylai's Crystal Scepter, Frozen Heart, Banshee's Veil, Rabaddon's Death Cap.

Side-notes: Lissandra's slowing debuffs do not stack, but will be refreshed each time. However, the slowing effect can be increased with the help of Rylai's Crystal Scepter and Frozen Heart.

Strengths:

Using her spells well can capitalize the usefulness of her innate, resulting in massive AoE slow which severely cripples a physical DPS-heavy team.
She's both an Excellent Duelist and a Team-Fighter.
Good Supporting Spell Shield and Healing.
Her Ultimate is a perfect anti-carry single target nuke and heavy disable if used correctly.
Pretty durable thanks to her Recommended build.

Weaknesses:

Has to choose between her Offensive and Supporting Powers in strategic skill-maxing priority and tactical choices between allies and enemies.
Her spells have fairly short range.
Her CD are pretty long.
Poor positioning during Teamfight can result in her being at the front line and getting focused down.
Very vulnerable while channeling her Ultimate.

Rework on her E - Needle Ice. Well, I think if her E is an overpowered version of Heimer's Rocket, which doesn't require her to aim at all and always targets enemy Champions.

Having that thought in Mind, I rework it so that it is now requires a target. However, it can still damge multiple target and its shards prefer champions over minions as secondary target.

Needle Ice, hence, can use as a harassing tool, despite its diminished power over secondary target.

Again, I;m not seeking attention. I just wanna know you guys' opinion on her.

Ooh, that E is a REALLY cool idea (no pun intended). If you're going to have the spell shield heal extra upon being broken, the base heal has to be weaker to compensate, or your Champion will eclipse Soraka in healing power. Be sure to make those comparisons.

Thanks, I reduce the scaling from 60 to 45 per rank. The AP ratio still remains 0.75, since the next healing scales according to the damage a hostile spell will do to my Ally.

Rework:

Needle Ice now can only strike 2 targets at maximum instead of 3. If Needle Ice strikes a single target, it will now deal only 135% more damage instead of 150%.

Ultimate base damage reduced to 125/225/325.

Build:

Rabaddon's Death Cap is now added to Recommended build

bump sounds epic! her shield sounds a little op though at latter levels but everything else is good. I think that she would be great as a mage or support and could do both roles viably
