When is getting a Doran's Blade as an opening item better than starting with Boots + 3 hp Pots on Ashe?

I actually prefer Doran's shield, makes for safe farm until you get your stuff and I don't get screwed like every other squishy early on. Moved from Doran's blade pretty quickly since I find it a lot safer.

I stopped using Doran's after the price went up. Having a HP pot or two prevents you from getting harassed out of lane. There are too many champions that can make life very difficult for Ashe because she has very low health and very weak early game damage and a easily dodged volley. This is why I either go boots + HP pots or Long Sword + HP pots.

Against Karthus, Tristana, Ezreal etc getting boots can make a world of difference in terms of last hitting and dodge bomb, jump and skill shots etc. Mobility has always been valuable trait on Ashe.

Depends on who you're laning against. If you think you're going to lane against someone with main source of damage and harass coming from skill shots, like karthus, go boots. Otherwise, go blade. Just my opinion though.

Also depends on your lane partner, as well as the lane itself. If you want to push, Doran's Blade is pretty nice (you do need to auto attack to gain HP because it's life steal is pretty low). I prefer getting some kind of mana regen item though, as it means that I can spam Volley, and I will have plenty of mana to kite, meaning I can capitalize on their mistakes much easier.

Yellows and blues in mp5/level + utility masteries will fix all your mana issues save for 5 levels.
