Is this including nearby jungle spawns or not?

I've always placed the ideal #ofcreepskilled@10minutes to be 100.

If you assume the first waves hit at 2:00 minutes and die between 2:00-2:30 (all firstwave creeps killed by 2:30) then the analysis of 60+60+7 @ 12 minutes (127 creeps in 20 waves) Should be correct. Subtract 4 waves worth (12+12+2) and you get 127-26 = 101.

So about 101 creeps at the 10 minute mark or 127 at the 12 minute mark would be hitting pretty much every creep in your lane.

While you'll almost always have lower than that amount, it is actually possible to get higher by pushing the enemies turret and killing the wraith camp while your creeps are pushed or using summoner teleport to switch solo lanes when your lane is pushed out and the lane you TP to is pushed in.

We should have a competition to see who can have the best CS in a ranked game in 10 minutes.

Who would be the best champ to achieve this, Cait? Sivir?

Depends the on the champion / skill level of the player you're up against. I'm sure plenty of top players could go near perfect against newer players (95%+ hit), but a good player with a strong champion can force even the best players down to say 60-70% hit.

No one on this thread seems capable of doing math... Here is the math for it so that there is no confusion or speculation

Minions do not spawn until 1:30 minute mark. It takes 25-30 seconds for minions to reach the starting point of engaging the enemy creep wave (assuming that it is at the middle). Yes, it takes about 25 seconds to reach middle of the mid lane and 30 seconds to reach the middle of the top and bot lane. How do you know this? Think about it, blue golem spawns at 1:55, and when you hook it for the jungler from mid, the fight alright started between the creep waves at mid, meanwhile if you hook from the top or bot lane, the fight barely starts when you get there which is around the 2 minute mark.

So to summarize, the first wave of minions don't spawn until 1:30 minute into the game and do not engage enemy minion wave until 2:00, which means they will likely be dead by the 2:30 mark.

Taking this into consideration, by the 10 minute mark, the last set of minion waves that you will be able to clear at like the full speed is the one from the 9:00 minute spawn. If you count it, these are the spawns that will be out: 1:30, 2:00, 2:30, 3:00, 3:30, 4:00, 4:30, 5:00, 5:30, 6:00, 6:30, 7:00, 7:30, 8:00, 8:30, 9:00. If you can count properly, this is 16 waves of minions. Each wave consists of 3 melee and 3 casters with every 3 waves having 1 cannon.
So in total, you have have 16*6 = 96 + 5 cannon = 101 creeps

That is the maximum you will possibly have killed without going into your jungle by the 10 minute mark.

If you can last hit 100% of it, then you are golden. Realize, last hitting 90% is already really good especially under heavy harass from roamers, junglers and the enemy laner. Even laning against characters like Taric who can stun you can make you lose a few.

Keep in mind that 15 CS is approximately equal to 1 kill, especially early on. Sometimes people fail to realize the importance of cs. For instance, look at any VS. AI game. No one is ever above 50-60 by the 10 minute mark. Yes, kills matter in those games, but only the first few. After a few kills, the AI become worthless and actually the majority of the money can be made by farming. However, people tend to forget and just try to get kills...
