How exactly do you define a bruiser? What does that mean?

For instance, I noticed Jax recently went from being an "assassin" to "bruiser" according to LoL's tags. Is there an index for these tag definitions somewhere?

Depending on the bruiser it can mean anything between sucking a lot (Jax) or being able to build anything you want and do anything you want because your champion is naturally unkillable (pre-nerf Renekton)

I remember reading in the Learning Center somewhere (was I was a nub and just learning/researching) that Bruiser meant a melee champion that deals burst damage, as opposed to being primarily DPS/auto-attack damage. Coincidentally, these champions were usually more resilient than their "carry" counterparts, so the "beefyness" became characteristic of the tag.
