Pretty sure it depends on how many games you've played, and its relevant to the number of points you would lose, if you actually lost a game. When I first started playing ranked, i'd gain 20-40 points per win, and lose the same if I lost, I dodged a que once, and lost about 20 elo.

Now when I have to dodge, its 12-13, just like my wins/loses.

I queue dodged from 1700-1200, You lose 20 elo higher up, then 10 elo lower down.
