This question particularly pertains to junglers, what I've noticed is that say you attempt a gank on someone. You can harass them, make them pop summoner's, overall do damage to them. You yourself eventually have to back off, however not 1 minute later the lane kills the enemy you just attempted a gank, and at the time didn't kill.

Why is it you do are not accredited an assist? What exactly is the timer for whatever "damage" record stops counting for an assist?

As a gamer, you directly influenced to outcome of the event, however you do not get rewarded.
The assist system as of right now considers how much damage the assistant did and awards gold based off that, however when there's a delayed effect of causing a kill, which by all means is an assist, it does not register.

On a similar subject matter, at very early in the game when counter junglers invade, such as nunu, steal xp and weaken the enemy jungler, if for some reason the jungler believes he can finish the route, he could be executed, while the invader who directly influenced this gets nothing for the daring risk.

tl;dr why no assists for delayed kills?

The delay is 15 seconds from doing damage/healing ally/slowing/et cetera.

As to the rest, your team benefits, and you benefit from the other team being weaker. I don't really think an assist is needed or necessary in those situations.

Winning the game isn't enough of a reward for you?
