@OP: So long as you're still asking yourself this, I suggest two simple rules:
1) Don't buy any champ in the first month they come out.
2) If there's no champs you feel like you want OMGRIGHTNOW, get runes.

It should tailor fit itself to get you runes and champs at the speed for you. It's getting into that spiral where you buy the new 6300 champ every 2 weeks that will block you from being able to buy runes. It also doesn't really help keep the game fresh, as buying a champ that you only play for 2-3 games and then decide that you don't like them is boring, at the very least.

If you're willing to spend some bucks on the game, use RP for champs and IP for runes.

I will go for champs.
You should be good at at least one champ for each genre.
Try buying a tank and get used to it, try buying an AP carry and get used to it, and also buy a support and get used to it...
This will make you less frustrated when you go solo queue and 4 morons instant lock TF, teemo, ashes, twitch, and say in the chat box: tank please.

Depends if you like playing lots of different champs or not. For me, I try to specialise my runes as much as I can (though I only have 3 rune pages i can still switch around), like full support, tanky/healthy support, ap burst/nuke, ad, tanky ad...

That's because I know what my favourite champs are and I don't care too much for trying out lots of different ones and owning them all.

Another thing is that if I want to buy a champ which I don't have the runes for, I'll wait until I have enough for at least half the runes that suit the champ plus the champ itself. Then I buy them all in one go. This is much more satisfying for me, especially since I do tend to feel a little disadvantaged if I'm not fully (or almost fully) runed for my champ... I assume all my opponents are fully runed since i play premade with one other friend, and we get placed against people who have won twice as many games as i have even played lol.

Buy a champ that you are willing to play and will only play then build a full runes page for that champ then just play to farm for more champs and runes. Also, playing one champ for a long time will mean that you will know the ins and outs of that champ which will also make you better. Profit.

Level 2 runes are bad all around.

Level 1 runes are surprisingly good for their price. They aren't as good as level 3, obviously, but they let you fool around with setups without paying big.

I would recommend you set up some good level 1 pages first. Then, go get some champs you enjoy. Then, you can gradually replace the runes in those pages with level 3 runes.

FOR starters try to use the free champs to get a grasp of thier skill
then if you like that cham try to buy him...
then get runes...

then repeat... BUY CHAMP... then BUY RUNES

Ad carries: i like to follow the jiji/chauster page
Arpen reds
Hp/lvl yellow
Mana regen/5/lvl blue
Arpen quints

Try getting two types of champions first, then fillout two runepages according to your picks. This enables you to have 2 roles that you can play. After that you should start thinking about a new rune page.

For example: i like carries and junglers. I buy mainly those champs and runes accordingly. I dont buy any ap champs yet because that requires a new rune page plus runes plus champs sothat can be a lot of hassle
