TLDR: Abort games with incomplete teams, and penalize those who don't select a champion the same as those who drop out of champion select.

Generally, there are two types of players, casual and competitive. Casual players just want to play, and competitive players just want to win. Both are important to the long-term success of the game, and, at the moment, both are forced together because there is only one queue. They have different objectives, and this is where problems arise.

There are many valid reasons for dropping out of champion select, but if you are a competitive player, the most common reason is poor and/or incomplete team composition. When not AFK, the latter is when someone chooses to go random by letting the system pick a champion for them after the select timer expires. There is a built-in random option (the ? icon) but it's often not used because it selects a random champion immediately, eliminating the element of surprise.

Going random this way means the person is unarguably playing casual. They are not able to spec appropriate summoner spells or runes, and so may be putting the team at an immediate disadvantage. Even worse to competitive players, is if they do this without saying anything, leaving the rest of the team wondering if they are AFK and the next 25 minutes are about to be wasted on a lost cause.

So let's get to the point of this post. Since Riot has opted to appease casual players by penalizing those who drop out of champion select, it can, at the very least, take a step to appease competitive players by aborting a game in which the team is incomplete after the select timer has expired (due to AFK or intentionally opting not to select).

Ah, but competitive players may then take to not selecting a champion unless they are happy with the team composition. No problem. Penalize players who do not select a champion the same as those who drop out of champion selection. If they are AFK, this is of no consequence anyway. Note that they should not be re-queued automatically.

I don't think that it is too much to ask of someone to have picked their champ by 10 seconds left. If we are not able to dodge a group of poorly selected champions (all games are winnable, but if they honestly think that the team composition of 5 tanks is a solid game plan, then they probably aren't the most intelligent player anyway), then we should at least not be subject to no champion at all/afk.

This idea is great and seems to have thought of everything (not re-queing, etc.).

How about simply aborting the game when one of the player haven't picked a hero by the time the timer is over.
If they want casual and not care at all the can go on practice rooms.

Beyond that hitting "Cancel" while seaching for a game doesn't work half the time, so if you hit "Cancel" and then walk away, often you will find yourself AFK and in a game that you didn't know about.

Uh, that is the proposal.

Abort the game if the team is incomplete (champ not selected) and apply a penalty to discourage it. If it's because they went AFK then the penalty doesn't matter, but aborting the game just saved the rest of the team from a 4v5.

bumpity bump...

Would be nice to see a comment on this from a Riot rep. It's all upside and no downside as far as I can tell, and shouldn't be any more complex to implement than what's done for dropping during champ select (in fact, there ought to be re-usable code there).

I don't think they will do this, because that would lower the sales of Mundo and Tryndemere, since people wouldn't have to pick one of them together with clarity and revive to get out of champ-select without penalty.
