Sunfire Cape isn't a debuff, it's just damage.

As to counter-tactics, ranged firepower and more potent AoE would help greatly. Consider this team:

Tristana
Twitch
Nunu
Kayle
Morgana


Basically, Yeti builds Veil and Treads, which should mitigate most of the Cape damage. When fights start going down, Yeti dodges a few launches/popups, all of which should be on long enough cooldowns that they can't be used again before the end of the fight. Yeti then runs in and starts AbZero, while Twitch appears and starts up Spray and Pray such that Yeti is between him and the enemy team. This leaves the enemy with a difficult (read: impossible) choice:

1) Stop Nunu from finishing Zero, which would require standing directly in Twitch's line of fire, which spells certain death;

2) Stopping Twitch, which requires running through Yeti's ult without attacking him, which also spells certain death.

3) Running away--highly unlikely considering the ludicrous slow this team has available.

To support this assault, Kayle casts Intervention on Twitch making him literally impossible to focus-fire and Morgana casts Black Shield on Nunu, rendering him immune to most spells that could stop the ultimate. Tristana can clean up survivors, and serves as the team's tower-pushing workhorse. A team such as the one you faced would find itself sorely outclassed.
