Doesn't matter. Reverie wouldn't be your starting item to complete anyways. Cata is amazing for laning. I don't care what one might say, Regen will NOT save you in a fight as well as hard HP unless your kiting them. In that case your just running away anyways and you could be using a health pot for cheaper. Straight up Cata. The items that come from it makes it a win win hands down.

They are both fine for early laning. One of them builds into Banshees and RoA. Switch the end items around and people would be fine with Philo.

philo gives you money, is considerably cheaper and gives you respectable regen.

A lot of it depends on need as well.

honestly if you don't really NEED the health as much, philo will be better.

ALSO, health > health regen but mana regen > mana

Personally im a huge fan of health/mana regen. if you ever take a hit you regenerate so you can stay in the lane longer, and philly stone gives a lot of early game regen, but catalyst builds into better late-game items

Because the item is good on certain champs, like Sona, Soraka, Taric, Janna.

Banshee's Veil is good on everyone.

But look, people, regarding Philostone, regen is just overrated. If you buy a Regrowth Pendant, you're gaining back 14 HP in 5 seconds. That's 2.8 HP per second. Now let's think about what a Longsword does on an opponent that attacks once per second (without any AS items). It does ~7 damage per second assuming you have some armor.

So let's consider cost-effectiveness: 415/7 = 59 gold per damage point. We want to do 3 damage/second to negate the Regrowth Pendant, so we multiply 59 by 3 to get 177.

Your opponent just spent 177 gold to negate your investment of 435 gold. And if we're in lategame, where the opponent has some AS, Crit, ArPen, and Lifesteal items, the money is more like 90 gold. If you get Ignited...45 gold.

There you have it: mathematical proof that HP Regen is bad in teamfights.

Also, here's why Max HP is better than Regeneration:
Wild Garen Appeared! Garen used Q/E/R: you were burst down for 1000 damage! But you only had 800 HP, so you died. If you had 1090, you would have survived.
Wild Garen appeared! And had found an empty lane because you either died or went b earlier from loads of harassment and no extra health regen.

Yes. Good players do not buy Veil at all. They go agressively for abyssal stuff and much moar pwnage. "Uuh, i cant dodge these 5 javelins in row ouch ima dead!! Need BV asap!!" If you do not pull reliably those kills on level-up in each and every game, catalyst is inferior to stone. Ah, where are you, locket times?.. *rolleyes*
