The phenomenom behind his feet appearing over-sized is called the perspective.
If you look at the in-game screenshot you'll see that his feet are just average size (compared to Master Yi's), not like Nidalee's (too big), or Sion's (does he have a foot, anyways).

It falls under the first definition, next to last, or maybe one of the last. So it's saying, war is was one of the last art forms, or something like that?

its funny how every time a new hero is announced some one has to right away say "OP" lol. theres heros now that are OP... im glad not every one is the same and perfectly balanced. it would make the game very boring.

First of all penultimate means specifically the second to last, not one of the last.

Second that doesn't sound like that's what they meant to me.
