I am a Dota 2 player that played over 400 games. I am frustrated of playing with people who have absolutely no idea what to do, they just run in alone and die. Ruining my fun. Sure they did attack but in many wrong ways. Only way to make this fun is to play with a friend of mine whose is much higher level such as 30 level where all players KNOW how to play. I am only level 12 at the moment.

Is there any way to fix this? Or do I have to play with these "noobs" till I get to higher level? -.-

If you perform at lower levels below 30 way better than the newbies are doing, you will be put in an alternative queue for smurfs with higher elo.

Please remember that there are always newbies who are trying new games, especially at that level. I alone have played over 7,000~ games combining Dota 2, HoN, Smite, LoL and the original Dota mod and I don't laugh at newbies, instead I try to guide them as good as I can before I part my own ways.

League of Legends's tutorial in the past was way more shallow than current with renewed tips and even specially tutored bots that are highly forgiving. Playing with and against humans however can not be compared to against bots except intermediate up to a certain point.
