I'm still amazed to see people surprised about this. It's a desynch resolution.

In such a game, it would be impossible to delay every moves the player take until all computer agree about the input of that move. This mean there will be (hopefuly) small variation in multiple reality in order to make everyone feel comfortable with their movements even if the ping delay of about half a second is inevitable between players. In most games including LoL it's usualy very annoying to get repositioned all the time, so the position control is always enforced by the player's computer. This mean that to be fair and to not benefit from more time to move then the projectile flying time, the hit recognition on the other end is ultimately controlled by the opponents.

Here, Ryze think he escaped the boomerang by a split second, so he his instantly repositionned around the tower. But gnar's computer confirmed that this boomerang hit Ryze. So the boomerang hit him no matter how crazy it look afterward. It's just the best way to solve pings issues. Something it cause visual glitchs. It can happen with any skill involving quick movement. If you look very carefully, you'll notice many skillshots register an hit even tough it look like it was just missing. It's totally normal.
