Armor penetration boots just make sense.

Like seriously, why haven't they been made yet?

They should be red, pointy, maybe a spike or two here and there.

I don't think this is the best idea out there but...

I don't think we need armor pen boots. We have brutalizer, which builds into 2 items that ignore more armor. Also, theres less armor items than MR items. This could cause people to build this over other boots (CDR, AS, Mobility) because if you penetrate more armor, you do more damage.

I do think this could be a good idea though.

(Edit: I just realized there are about the same amount of armor and magic resist items.)

Already 2 threads suggesting them on the front page alone. To summarize the discussion, once math happens, each champion will have a boot type that grants them more overall damage in every circumstance. That means either this boot will be amazing and nobody ever buys AS or CD boots anymore, or it'll be worthless and nobody will want it.

They'd be picked up on everyone that could use them, and Kayle and Teemo would literally be the only champions that got Berserker's Greaves.

Due to all physical damage skills benefiting from armor penetration, you'd make armor pen boots more favorable for the bulk of the lanning phase when pokeing opponents with things like Spinning Axes, Peacemaker, Mystic Shot, Piercing Light, and Double-Up is happening - even if armor pen would mean less overall %DPS than attack speed for uninterrupted auto-attacking trades.

Secondly, the Brutalizer allows for stupid amounts of damage in lane. This would be Brutalizer #2, allowing true damage to be delt for the first ~9 minutes of the game.
Riven, Lee Sin, Rengar, and Kha'Zix not doing enough damage in the early game? Welcome to them doing true damage for essentially all of the lanning phase.

Finally - armor penetration is at a bit of a critical mass as-is. Currently it circumvents just about exactly the damage reduction everyone gets with the level 18 base-stat average of 75 armor. As such, armor pen serves as a decent damage multiplier that competes with armor's damage reduction, but it doesn't invalidate getting armor.
If you push the potential %DPS increase past the %DR champions get from bases - you quickly push armor penetration to a place where it actually punishes opponents for getting armor, causing avoiding armor entirely and pursuing health to actually be the way to deal with PHYSICAL damage, which is stupid.

This is especially problematic with boots - as all champions get boots at once point or another. It's not as big of a problem if it's an item that competes with Ghostblade, Whisper, or Cleaver due to the typical game ending with 3 major items and a realistic trade-off in power and capabilities happening by going 4 major items in the armor-pen rabbit hole, but with boots - you're essentially lowering the armor of every champion in the game by whatever value of armor penetration you put on those boots.

Anyways - you'd kill item diversity with armor penetration boots, making other pairs considerably less popular.

You'd also run into a lot of balance issues concerning essentially all physical damage coming out of champions to be more, especially on the "AD Caster" end of things. As if Lee Sin, Kha'Zix, and Lucian needed any help...
