Why Flat AP for supports instead of scaling?

The main reason is that scaling AP Quints don't surpass flat AP Quints until Level 12. When it comes to playing support, I'd rather have +15 AP at level 1 than +23 AP at level 18. Put another way, scaling AP Quints are only ~50% more effective at Level 18 than flat AP Quints are at Level 1.

Previously, I used flat AR/MR runes, until Riot changed AR/MR runes in April 2014, which resulted in flat AR/MR runes getting nerfed and scaling AR/MR runes getting buffed. Flat and scaling AP runes did not receive these changes. Ain't nothing wrong with scaling AP Quints, however.

Rule 1: Never take flat when scaling is available.

Rule 2: Plan out CDR around your build. AD caster going brut+boot for CDR? Take 6 blues.

Rule 3: Penetration. The only red you should ever have, and often quint too.

Rule 4: Spellvamp quints are viable on any waveclear champion, ADs included.

Rule 5: Movespeed quints are still very important for initiators.

Not entirely true.
As was mentioned earlier, I would much rather someone run flat AP on a healing/shield support like Sona or Janna since that let them negate enemy harass for your team that much sooner.

Quints are the exception. All other runes even out by 6 or 7 (except mana or energy, but those almost never see use).

Runes are relatively flexible in ARAM. Some range AD champions with strong poke or utility may want CDR instead of MR. Some shorter ranged AP champions might want scaling resists instead of AP runes. Usually the primary runes you want to avoid running in ARAM are mana regen simply because Chalice and other mana regen items are pretty silly in this mode (not to mention people forget that Clarity exists). Of most interest though is runes for AD bruisers, where an ARAM specific setup is desirable.

For AD bruisers, run the following:
Armor Quints
Scaling Armor Seals
Scaling AD Marks (or Armor Penetration)
Scaling Magic Resist Glyphs

The purpose of the above runepage is to take advantage of the fact MR itemization in ARAM is very strong, and has a good build path that simultaneously grants you lots of HP regeneration. In contrast, armor itemization in ARAM is really bad for kiteable bruisers. In ARAM, bruisers pretty much want to stack mass MR partly because the most dominant champions in ARAM are poke mages, and also because there's plenty of MR items like Locket, SV, and Orb of Winter that grant lots of HP regen. By running Armor Quints and scaling armor seals, you guarantee that you'll at least have some armor for not getting threeshot by a farmed range AD later in the game after prioritizing a regen heavy build to survive the earlier stages of the game.
