I keep seeing mentions that this ability can be self-cast. But why would you want to do that?

I do not know but my guess would be if you had target champions only on and the bind for it was in a difficult place to reach so you could cs a minion while running away from or towards a enemy. Now I want to know the reason.

Probably to stack Tear faster as you can add stacks while walking back to lane.

The bounce effect is larger than the actual cast range. I've had instances where I wanted to E and run away from the low health minions to go back to base, and the thing hit the first minion, bounced back to me, and I was lightyears away so it didn't bounce and I missed all the CS.
