The problem with that mentality is that they are essentially a "noob trap" and go against Riot's current game design. There is not a single character you should be getting these on as while they could be universally helpful ANY OTHER runes would be more beneficial to your character.

I agree with the OP, they should be removed or given a massive buff.

Are you even aware what 30% of 60 seconds is? You think that to be useful, these runes need to reduce time dead by up to 20 seconds at all levels? Am I ever glad you don't work for Riot's game design team.

They are underrated.
Late late game three revival quints would be superior to a bonus ~100 hp.

It's a trade off of early game potential to late game potential. Early game any other rune would be more helpful. Late game having the buffed 'reduce time dead' runes might pay off big. I don't think that is unbalanced at all.
