Why can J4 still pull to his banner while snared?

Because Jarvan is awesome.

However, while he can use his flag/lance combo to reposition while snared, this does not actually break the snare. He still remains snared, i.e. cannot move for the full duration.

I have always thought that the justification for this is that he is pulling himself with the force of his weapon retracting, not actually using a dash, as such, which is why his special (and epic) dash is not disabled by snares. His ultimate which is a true dash IS disabled by snares, which makes sense and e/q dash can be interrupted by displacement cc, knockups, knockbacks etc.

It's just one of the very cool things about Jarvan that makes you either love to play him or hate playing against him.

Probably because it acts more like a displacement move than a gap closer. Kind of like how blitz can grab snared people, but instead jarvan pulls himself.

You would have to restrict Jarvan's E or Q to prevent him from moving while CC'd.

Except both of these moves, on their own, are skill shots. Neither one of them explicitly dashes on their own. And when Jarvan does use the combination, it's treated as a "pull" effect instead of a dash (like Blitzcrank, Skarner, Amumu). Pulls are not overridden by other CCs--otherwise, Blitzcrank wouldn't be able to grab snared targets either.

Its because you can still use abilities while snared. So using your Q on your E while snared will still pull you to the flag.

Yes but you can't use movement abilities, which is why the question was asked. And answered. It's because neither of those abilities are, in and of themselves, movement abilities. They're a ground-targeted object and a skillshot, respectively.

Budlyte thresh's hook can also catch Trist mid jump. It has its own gravity.

Just wanted to add if you take Thresh's lantern and are mid flight and get J4 ulted you collide with his barrier. Nothing to do with original topic just another thing J4 can do.
