Anyone that can buy a pink ward or the upgraded red/yellow trinket. I think quite a few champs can do this.

A general rule of thumb for assassins.

Bruiser/Tank > Assassin

Build to counter and watch that burst do nothing to you.

Akali is one of the easiest champions to counter in the entire game. She deals magic damage, magic damage, more magic damage, and even her auto-attacks are magic damage. Not to mention spell vamp is directly tied to how much damage you deal, which is directly cut down with magic resistance.

Beyond that you can make her stealth completely useless with a simple pink ward. Twitch, Shaco, Evelynn, Kha'Zix, Rengar, Vayne, and other stealth champions aren't as easily countered - their stealth is more a mobility tool than it is a defensive mechanism, and mobility counters wards more than the other way around. Not the case with Akali though - here stealth mechanic is immobile, obvious, and a clear target for a ward. Akali's stealth is more used for something like Fizz's Playful/Trickster, save Fizz's isn't countered by a ward, has a lower cooldown, and lets him avoid spells that were properly aimed at him.

One Negatron Cloak and a pink can easily prevent an Akali from getting a snowball started in the first place and shut her down super-hard. You don't even need to upgrade the Cloak into anything, you can complete your core build and then turn it into a Guardian Angel if you want to.

Concerning counterpicks - most assassins are going to beat a marksman, support, or mage in a 1v1. Melee champions in general are just better duelists than ranged champions. Inversely ranged champions tend to be much better team-fighters than melee ones - only CC heavy tanks are really solid in large scale battles on the melee side of things, fighters and assassins tend to falter there more. Concerning counter-picking Akali, if you're not playing a champion designed to win the game by winning duels stick with team mates and Akali will quickly transition from a respectable champion to a fairly useless one. Concerning specifically counter-picking her, Fighters tend to be premier duelists and will usually beat an assassin in a 1v1, so pretty much every fighter will counter Akali. The tanky derp ones especially, as you can bulk up on a massive magic resistance item against her and proceed to be tanky while dealing a lot of DPS. Singed is a much better counter than Lee Sin in this regard, because he tends to completely obliterate anyone reliant on sticking with melee range to deal damage. He also doesn't have any bothers to give about turrets being there, will be a monster end-game with heavy tank (unlike Lee), and there is 0 reason Singed needs to see his opponents to kill them. He just...stands next to them, and they die.
MR itemization is actually pretty robust as well - I've been able to obliterate Akali with questionable champions like Fiora without any difficulty at all. Hexdrinker, Wit's End, Merc Treads, and Vampiric Scepter will offer a substantial amount of anti-Akali stats building up to getting those, and there's basically a 0% chance she can kill you once you finish the set. She can't burst you down and she sure as heck can't drain-tank you with that.

Being able to beat Akali is counterbuilding 101 or team-fight dynamics 101.

1. His E and Q both allow him to gain vision of Akali in her shroud (more so his E than his Q since his Q is harder to hit)
2. He has an extremely good early game, and can zone Akali pretty hard before she hits 6, and possibly all-in her because he will most likely out level her early.

so anybody with a good earlygame and who knows how to itemize can do it?
