I'd say it does. Extreme displeasure is fuel for Riot to work harder and faster rather than taking their time. You can see his frustration in the post and that same frustration is pandemic.

Still experiencing frequent rubber banding lag + attempting to reconnect.

Also I've set up a reddit post in hopes of getting the attention of anyone on there who isn't aware of the new post for centurylink users. Hopefully it will help.

So it appears that all your traces seem to have lag on the same hop going through Spectrum. I've sent their NOC an email and asked them to investigate. I will report back with updates.
