Should havoc be taken for casters (annie, ryze, veigar...)?

Title is the main question, as most of that tree is for physical dps. IIRC 12 points must be spent as fillers and only 9 go toward useful mastery points.

Second question is how havoc is applied? Is it only applied to say, base damage of the ability? Or total after ability power has been applied and whatnot? Does it truly increase my damage by 5%? If so it sounds like its still worth it for the offensive casters.

Even if it's not the core of your build, getting higher crit and attack speed isn't wasted on casters, particularly early on.

I've played Karthus with maxed utility (better cooldowns, better experience, all that good stuff) and as maxed offence, and maxed offence does feel like it kills things faster.

I would imagine that it's a 5% boost to the final product, otherwise it would be really quite fundamentally useless compared to the defence one (another 5 damage for the average DPS, another 40 damage to an ult-nuke for a caster, compared to a 4% reduction that stacks with armour).

Well this was odd. I tried testing it with ryze. My target was a caster creep. +5% havoc mastery seemed to work perfectly with his overload +10% mana ability, and it did 106 damage. 70 base + 31 from bonus mana damage =101+5%=106.

Then I bought a +20 AP item to see how the 5% would affect AP and got 113(none of the math comes out right, caster mobs have no MR right?)...a very odd number, so I tried it again, and got 109. WTF? The tooltip said 70+31(from mana)+9(from the 20 AP)=110. Or at least 115 taking into account the 5%. No idea why I saw 113 and 109. I leveled after that, and didn't want to skew the test so I stopped taking numbers.

I have no magic pen runes or anything (except 15% archaic knowledge but that shouldn't have applied in this case).

I'd say for Casters, a 9/0/21 Mastery spec is just better. 9 offense gives you the necessary MPen and Cooldown Reduction, while 21 Utility gives you all kinds of Goodies (More mana, more CDR, more Move Speed, more Exp, mana regen, longer golem buffs).

I feel like the burstier casters would benefit more from Offense, Annie and Ryze come to mind.

casters use 9/0/21. sometimes 10/0/20. that's about it.
