in some cases yes, in some cases no
aegis is barely cost efficient on a single champion even when you take into account the attack, which is lost on most bearers of the item itself; and while it is cost effective compared to base components, other combined items are even more cost effective

you NEED your team to make use of the aura to make it worth getting

in 5v5s, its pretty definite as one of the best you can buy, but in 3v3s, there are many scenarios where you probably should just grab a chainmail+negatron then build each of them separately

It really depends on how the game is or who you're against but generally speak for a balanced team; Aegis is a pretty good item. Aegis provides quite a bit of MR, which is sometimes needed, and it leaves your champion at around 100/100 AR/MR without any items but Aegis and Mercs. This is pretty good for a start, finishing off with say Banshee's and Omen/Sunfire makes it perfect for most even (phys/mag) teams.

So a mana based user and physical heavy enemy team, I swear that Frozen Heart is like the best tank item. A nice slow passive with extra mana to use and an incredible amount of AR. The best of all, it provides 25% CDR. If you're simply running 9/0/21 Mastery, you would be at 34% already. Tanks like Rammus would benefit to be able to pull another taunt nice and fast. Tanks like Malphite definitely needs it since his Ultimate is a great initator and a long cooldown.

Omen is not bad, but the CDR is very small now.

As for a magical heavy team, Banshee's is like the best item. Following by Abyssal or Force of Nature depending the situation.
