I AM RUNNING LION, IF MAVERICKS USERS WITH THIS ISSUE CAN CONFIRM IF THIS FIX WORKS I'D APPRECIATE IT.

A lot of Mac users have issues with their User_Kernal process eating up CPU, I really had this issue and it caused things like Facebook to slow to a crawl and average 10 FPS on League of Legends on the lowest settings. I used to be getting around 70 FPS.

TO CHECK IF THIS IS YOUR ISSUE: Pull up your Activity Monitor sort the processes by "All Processes, Hierarchically" and take note of your User_Kernal(s) tasks and CPU%. If it is abnormally high, try this fix after you do an SMC Reset (http://support.apple.com/kb/HT3964?viewlocale=en_US)

A really simple fix, I'm awful at commentary but for those that are visual learners you can watch the video here:
http://www.youtube.com/watch?v=u3AGsb6cY7Q

Text tutorial for those who don't want to hear my nasally ass voice:

ACQUIRING SYSTEM INFO (IF YOU ALREADY KNOW WHICH MODEL YOU HAVE SKIP THIS PART)

  1. Click your Apple icon
  2. Click "About this Mac"
  3. Click "More info..."
  4. Look for your "Model Identifier" and take note of it.

DOING THE FIX
  1. Locate your "System" folder in your main drive (It's a folder with an X)
  2. Library > Extensions > IOPlatformPluginFamily.kext
  3. Right click "IOPlatformPluginFamily.kext" and click "Show package contents"
  4. PlugIns > ACPI_SMC_PlatformPlugin.kext
  5. Right click "ACPI_SMC_PlatformPlugin.kext" and click "Show package contents"
  6. Go under your "resources" folder and locate the .plist file corresponding to the model of your Mac.
  7. Delete this file and restart

THIS IS A WORK AROUND FIX DO AT YOUR OWN RISK
Feel free to ask clarification questions.
Note: This reduced the CPU my system was using by 40%

as a general rule of thumb, when you're doing computer work like this you should always do a savestat or backup files.
as for me, the fix worked my FPS went up to an average of 40. you should note that this fix will only help those who are having PROBLEMS. If it ain't broke don't fix it.
Which model of Mac do you have?
I'll upload the PLIST file for you.
