Abilities:
Gift of the Magekiller (Innate): Every time Magier uses an ability, he recieves a Magekiller stack up to a maximum of 20 stacks (Magekiller stacks are lost upon death).

Voidshot (Q): Magier Shoots an enemy with part of his own essence, dealing 60/70/80/90/100 (+50% AP, +2.5/5/7.5/10/12.5 per Magekiller stack) magic damage and silencing them for 1.5s.
Cost: 10/20/30/40/50hp
Cooldown: 5s
Range: 600

Manablast (W): Magier Shoots part of his own essence in front of him, dealing 100/150/200/250/300 (+60% AP, +2.5/3.75/5/6.25/7.5 per Magekiller stack) damage to the first enemy that comes into contact. Half the hp cost is refunded if the attack does not hit anything.
Cost: 20/30/40/50/60hp
Cooldown: 7s
Range: 700/ line skillshot

Hunger (E):
(passive: ) Magier consumes the essence of all who die around him, giving him 2/4/6/8/10 increased AP for 10s when any champion, minion or creep dies within a range of 600 (stackable up to 5 times).
(active: ) for the next 22/24/26/28/30s, Magier's Q and W abilities will always attempt to lock onto the enemy champion with the highest max mana within the range of the ability used.
Cost: 10%hp
Cooldown: 32/34/36/38/40s (cooldown starts once activated)

Essence Siphon (Ultimate, R):
(passive: ) Magier gains a Siphon stack (will not be lost upon death). The stack starts out blue, and will change color (between blue and red) every time one of Magiers abilities are used. Activating this spell will use up the stack and the effect of the spell will change depending on what the color of the stack was upon consumption. The stack will restore every 40/35/30s
(active: ) some of the targets essence, removing 5/10/15% of the targets total mana (if blue stack) or health (if red stack, +.5% HP or MP drain per magekiller stack), and ignoring 50% of that champions MR. Manaless characters are dealt regular magic damage instead.

Hmm, his E passive seems a bit high, and if it stacks with Zhonya's could reach high AP values that would make Cassiopeia cry.

Other than that though, I like this a lot!

UPDATE:

Q: manaless champions are dealt 100% damage instead of 200%

E: AP gained is reduced to 10% from 5/10/15/20/25%, Duration of active has been increased to 22/24/26/28/30s from 20s, cooldown has increased to 32/34/36/38/40s from 30s

I think they removed the manadraining and manapunishing spells on purpose from kassadin and veigar not to make people want gameplay of having as low mana as possible, to prevent damage.

Also, this champion is too specific against mana, his strenght is too different regarding against manausers/non-manausers.
As an Anticaster I would prefer to see more of.. Taking advantage of when enemies cast spells rather then Punishing big manapools. I have a draft of a spellthief champion, and I considered manadrain first. But in a lane harassing with manaremoving, you will lock down manausing champs to being unable to do anything and not affect nonmana users hardly at all. it's uneven.

Also. Try to make a reward system for uppgrading E. As I see it rank 1 is about as good as rank 5. Anyone will pick one rank in it then leave it for other skills. nothing rewarding in picking multitude of ranks. maybe alter bonus to 8/9/10/11/12%?
Or even 6/7.5/9/10.5/12%
