Nocturne has many things that have pinned him into a pretty niche pick. He needs to be even or ahead in order to have an impact on the game. If he starts to fall behind, there's little chance that he can do anything until he catches up; this is how it should be.

However, even when he is up to par in matches, it sometimes isn't enough anymore. Part of the reason is his chasing. Nocturne used to be defined by his ability to stick to targets, however it required him to land Duskbringer, which is fine. Older champions usually only had one non-ult CC, so you could usually get a kill if you used Shroud on the correct ability. Nocturne can't really touch any of the newer champs with all of the nerfs he's taken along with the mobility creep that's been plaguing the game lately.

So is it just me, or is he starting to feel similar to how Udyr did before his rework where he just can't close the gap, and even when he does, his CC feels far too unreliable to be picked over newer champions? A 2 second delay for a shorter 1s duration CC feels extremely bad. At low levels this means that any engagement is expected to last over 3 seconds, which isn't very effective at all, and then you have to take into consideration that short duration fears are the least reliable form of hard CC in the game.

Keep in mind he has one of the longest range dashes in the game, but you've got a point. He could use something, anything really to help keep enemies close to him, probably some sort of slow on either his Q or his E.
