In the sketch on the right it looks like his sword is bedning and the design makes it look segmented. Maybe his sword stretches and comes apart like a whip? Or perhaps as he gets levels in his R his sword gains new segments increasing its effective range?

This is silly. Xerath craves ultimate power right? He should be at least remotely intersted in something/someone that can go through time and turn weaklings and outnumbered men into powerful warriors (and maybe monsters) to win battles they have no business winning. At the very least if he can't use it he would want to make sure it can't defeat him. Perhaps he wouldn't say anything but sometimes that is just as useful. Just make sure you ask somewhere safe...

Speaking of someone all over the place in different era's you should talk to Zilean. I mean who better to ask? You just gotta find him.

There seems to be a pattern, Ezreal.

You receive an artifact from different regions and different cities. They all depict this figure somehow as a coveted figure of savior, but perhaps his means of "saving" are relentless, bloody, and dark. Perhaps this figure knows this and therefore disappears before his...bloodlust can take over.

Either way, if you've received an artifact from Demacia, Noxus, Piltover, Freljord, Ionia, Shurima, perhaps you should investigate the "Howling Abyss" or "Zaun" for the next one? What of Bandle city?

If he is as old as we are assuming how about the spirit that protects the Howling Abyss? He fought in a glorious battles with the Iceborn and he is rather ripe with chatter. On that same note, what of your uncle?
