This may be a silly thing to ask, but how do I know when they've changed something on the PBE? Is there some sort of patch notes thing for whenever they test something new out? I feel as if every time I log on, there are several characters with tweaks/adjustments, but I can't figure out which ones they are without playing them.

Riot usually post threads for larger items of interest, like champions or maps, but patch notes published by Riot for the PBE are not really a thing right now, as they are subject to change at the drop of a hat.

I myself use Surrender@20 (http://www.surrenderat20.net/search/label/PBE/), which is a website that usually has the most up to date PBE changes that I have found.

Also, yes you could just google League of Legends PBE patch notes SangSpell. But I think people deserve a nicer response to a genuine question.

Isn't it better to not have notes? That way people can actively test champion power without overreacting to the release of number changes.

Both reignofgaming (http://www.reignofgaming.net/) and surrender@20 (http://www.surrenderat20.net/search/label/PBE/) generally have the latest news, including PBE patch notes (I prefer reignofgaming, but up to you).
