Normally, once an enemy has come into your vision, you can mouse-over their summoner spells on the tab-scoreboard and see their cooldown timers (not their current, just their max). This is useful for timing their summoners, since those cooldowns can change according to their masteries (and certain items, too). However right now, mousing over these enemy summoner spells simply shows "0 sec".
1. Start a game (I've only played SR lately; haven't checked other maps yet)
2. Open the scoreboad
3. Mouse-over an enemy summoner spell
4. Observe "0 second cooldown"
5. Wait for enemy to enter your vision
6. Repeat 2-4 and notice no change.
It's possible that this is intentional, in which case they should simply remove the "X second cooldown" text entirely.
