No he doesn't. This is RIOT "calling people out", not the average Joe Schmoe solo queuer who can make up anything they like. Riot are actually taking ACTION against these players, not just levelling accusations, so they HAVE to be public with it. It's called transparency. If they DIDN'T call people out publically people would accuse them of pulling dishonest shenanigans and punishing them for nothing.

On one hand, thank god Riot's finally cracking down on this. On the other hand, Elo boosting was so openly engaged in for 3 years that it felt like Riot was passively endorsing the status quo through inaction. It's kind of harsh to suddenly heel-face-turn and come down on players with real punishments for behavior that's been tolerated for years. Offenders hardly had time to realize they were really breaking the rules before they were punished. And that's something you never want.

All things considered it's probably for the best, though.

they broke a contract, any privacy they may have expected is thrown out the window. basically riot is saying the gloves are off

I think it started when the players were openly advertising and doing it on stream, and then Riot just investigated it from there.
