Quinn's kit makes her to slippery and too much high damage late game.

Harrier

Valor marks a nearby enemy with Vulnerability for 4.5 seconds. If Quinn attacks a vulnerable enemy, she deals 15 + (10 * level) / 170 / 185 / 200 / 215 + (50% bonus AD) bonus physical damage. This cannot occur again for 10 seconds, or 3 seconds if Quinn triggers the vulnerability. Valor will first prioritize Quinn's most recent attack target. If Quinn has not attacked anyone recently, Valor will target nearby low health units (prioritizing champions over minions).

Harrier is disabled while Tag Team is active.

Blinding Assault

Active: Quinn commands Valor to fly forwards in a line, stopping when he collides with an enemy. Valor then deals physical damage and blinds nearby enemies for 1.5 seconds.

Physical Damage: 70 / 110 / 150 / 190 / 230 (+ 65% bonus AD)

Active - Tag Team: Valor deals physical damage to all enemies in an area and blinds them for 1.5 seconds.

Vault

Active: Quinn dashes to an enemy, dealing physical damage and slowing the target's movement speed by 50%. This slow decays over 2 seconds. Upon reaching the target, she leaps off and lands near her maximum attack range away from the target. Valor will immediately mark this target as Vulnerable.

Physical damage: 40 / 70 / 100 / 130 / 160 (+ 20% bonus AD)

Active - Tag Team: Valor dashes to an enemy, dealing physical damage and slowing the target's movement speed by 70%. This slow decays over 2 seconds.

Tag Team

Cooldown: 140 / 120 / 100
Cost: 100 mana

Tag Team

Active: Valor replaces Quinn on the battlefield as a mobile melee attacker for 20 seconds with an alternate set of abilities. Valor can move through units and gains 80% bonus movement speed that gradually decreases to 20% while in combat.


Skystrike

Range: 700

Skystrike

Active - Tag Team: Quinn returns to perform Skystrike, dealing physical damage to all enemies in a large area. The damage increases depending on how much health they are missing. If Skystrike has not been cast before Tag Team ends, it will be cast automatically.

Quinn's kit E and R abilities make it hard for melee champions to chase her. Even if a melee champion gets close to her she just blinds them for 1.5 seconds and Vaults back. Quinn with 2 items like "Blade of The Ruined King" and "Berserker's Greaves" can bring a tank's HP or high HP bruiser's around 50-75% from 100%. Quinn's Ultimate gives her 80% movement speed bonus plus 335 base movement speed and 45 from "Berserker's Greaves". While in Tag Team is active Quinn doesn't also gain movement speed she gains
attack speed too. So if she is being chased she can use Tag Team to get away then go back in knowing that she can blind and attack faster so she can life steal off of the enemy champion. Quinn's Q has a lot of range and it can blind multiple enemies unlike Teemo's Q. In the end Quinn needs a lot of balancing to be done she is stronger than other ADC's in some areas but has abilities that cost more than others.

It's almost like there's Champions that don't rely on their AAs and can chase her down, even if she Vaults... like Ren or Jax.

Quinn is currently one of the weaker adc's really, and her E does not do ANYTHING as an escape tool if you cannot jump over a wall.

You have no idea what you are talking about, all your assessments are so incorrect it is ridiculous.

Also, regarding the tanks part, ADC's are DESIGNED to be tank-killers, it is the pimary role of the adc class to be the class that can kill tanks pretty swiftly, if a truly fed adc needs more than 12 auto attacks to kill a full health tank that is a CERTAIN signal that said adc is RIDICULOUSLY underpowered.

Also, melee champs already have LOADS of tools to catch up to carries, it is a GOOD thing that there is a carry who has mechanics to outduel bruisers cause bruisers are by design inherently overpowered.
You also needn't just write down her single skills without commenting anything, we all know her kit or can read it on different sides, just showing her specs does not prove your argument right.

She is also below 45% winrate since release. If you divided all ad-carries in a pool with the weakest and the strongest half she would with a 100% FACTUAL certainty in the weaker 50%, her blind that gives her dueling power is really the ONLY thing that makes her not being totally weak, it gives her the ONLY redeeming qualit she has besides her passive damage, which is her 1v1 dueling power against ad champs.

her early game is beyond bad.

Her mid and late game assuming you managed to get decent farm is good.

Her really power is finding 1v1's due to her mobility.

If you are not looking for 1v1's while your ult is up your doing it wrong.
