45% is relatively low. It just means that nothing else in your computer is running at a higher priority, and as such, LoL is allocated a large share of CPU. Because of this, it runs rather quickly. Not a bug, just the way it works.

Windows XP sucks, it's a 9 year old OS now.

That said, 400mb doesn't sound abnormal for a game like this.

Windows xp is still more efficent memory wise than any other microsoft follow up like vista or 7. So shush fanboys. You can run xp with only 128 ram. Vista and 7 with less than 2gb runs like ****.
