Sona's heal is practically a HoT.

Vladimir's tranfusion and Sona's perseverance are very much like heal-over-time skills. They're spammable skills that heal for small amounts. Janna's ultimate is a true, technical heal over time.

It seems to be a successful system of healing. Sona's base heal and AP ratio are both low, but her healing is effective because of the short 4 second CD on perseverance. People really don't have much to complain about.

Soraka used to have HoTs but they revamped her to be more of a burst healer; large heals with long cooldowns. To quote the Animatrix, "for a time, it was good". Then, Riot nerfed her base healing amounts. Then, they nerfed her AP ratios on both blessing and ultimate. Then, they added 20 seconds to her ultimate CD. Then, they added a longer cooldown to her blessing, as well. Finally, they chopped her mana heal in half, so it only has half effectiveness on allies. So now, not only are her "burst heals" no longer bursty, but they have extremely long and non-proportional cooldowns. In the trash bin she went.

HoT's are annoying to play against, don't feel gratifying, and are terrifying to balance. They are "snowbally" in that if you are getting rocked, a HoT does nothing, but if your rolling people its a no-brainer "win" button.

Soraka used to have a HoT.

Situational HoTs are fine ( vlad /shen / janna)

How, if a HoT does close to the same amount of heal as a normal heal, instead just over time, more no-brainer "win" button than a normal heal?

A HoT MUST do a lot more overall healing than a direct heal for it to have any worth.

HoTs are sposed to have more heal than an instant, or else its pointless.

I have to disagree with you, my good sir.

There's no reason why it HAS to be much much higher. None at all.

People keep thinking that heal is only for emergency live-saving. It's not. It's promote bad gameplay:

Jump in - get focus - Hey, soroka, ult - kill kill kill

or

Completely disregard of the situation - get killed - WHY DIDN'T YOU ULT ME???????

On the other hand, HoT can only save you IF you are smart enough to disengage and walk away.
