Since armor starts lowers than magic resist, and scales with level, why didn't they just change ArPen runes to per-level scaling with an overall increase in effectiveness at 18? That would eliminate the early game wtfpwn, and keep their usefulness late game.

Your gut reaction might be the same to a nerf to any champ, item, mastery, etc that you use often, but seriously: You know 90%+ of the champs in the game are played best with either ArPen or MagPen runes.

If it scaled with any sort of decency (I'm assuming you want late-game stronger than it is now, early-game weaker), it'd be way OP against squishies late-game combined with a couple of ArPen items. You'd probably save on like 1-2k gold equivalently for those runes. I like it where it is now.
