It's hard to judge performance based on simple stats. If such a system existed, everyone would simply play champions like Garen or Darius and do nothing but farm lanes and grab kills, then run away from team fights because they don't want to die. Then afterwards it would appear they did well when they were actually more of a negative force on their team.

Case in point: it's easy to appear you did well in stats when you actually didn't do anything to help your team. A common symptom of the Elo Hell Influenza.

Does Starcraft 2 have a support role? Do you not see a blindingly obvious flaw in this system?

Say someone has a high variance in their current ELO & top ELO. Would it just be the mean or is it skewed to your current ELO?

Will there be leagues/tiers for players below 1200? 90% of my real life friends who play this game are below 1200 while I sit at around 1600.. so it is easy to let them know what the difference is between 800 elo... 1100.. 1300.. 1500. Now it seems with this system they will still be unranked but moreover won't have a clue as to how close they are to finally hitting bronze. This would shatter their efforts as they would be playing blind not knowing where they stand and how many games (days/weeks) it will take to get to "elo heaven" as they describe it. We like to discuss elo between eachother and they like to tell me their elo milestones like, "Yahhh I just hit 1100 again!".. so no more of this until they hit bronze tier?

If there's only one league at the top, to qualify to move into it, do you have to knock someone out of it? Or is it adaptive and expands in size?

So the question is: Why divide the the ladder into Leagues?

If everyone reaching 100 League Points in a Division has the chance to move up a Division (or a Tier), what need is there for 250 player Leagues?

For players who have not played any ranked games during preseason, where in the FAQ it says "you'll first complete a series of placement matches", does that take into account where you finished in season 2? Say after the elo adjustment I ended in 1400, after the League System is implemented and I decide to play ranked, will I be matched against 1400 elo players or I start from scratch?

From all of the mod posts, you've only explained certain areas in how they "won't be worse" then the current system. Barring hiding the real elo of a player to make them feel better, and adding a way to compare yourself nobody cares about and making it MORE complex to compare yourself to others, neither of which are beneficial, explain to me one benefit of this system.
