Why does Runaan's Hurricane not work?

Disclaimer. Runaan's Hurricane does, in fact, work; however, it does not work on some champions, specifically, one.

So far, I've tested Runaan's Hurricane on the following champions: Vayne, Miss Fortune, Teemo, and Twitch - all of whom has on-hit abilities. The only champion I've yet to test it on is Varus, whose on-hit is similar to Miss Fortune, so I can assume it works with Varus just as well.

Here's the deal. Miss Fortune, Teemo, and Varus all have magic-based on-hit abilities. Miss Fortune has Impure Shots (W), Teemo has Toxic Shot (E), Varus has Blighted Quiver (W), Vayne has Silver Bolts (W), and Twitch has Deadly Venom (Passive).

Impure Shots is magic-based damage.
Toxic Shot is masic-based damage.
Blighted Quiver is magic-based damage.
Silver Bolts is true-based damage.
Deadly Venom is true-based damage.

All of these are on-hit abilities, three are magic and two are true; however, Vayne's Silver Bolts aren't applied to the two other targets with Runaan's Hurricane. Why? The only difference from Vayne and the other four is that her on-hit ability applies damage after three consecutive hits.

It's due to how Silver Bolts is coded. If Vayne switches targets, Silver Bolts drops off of the previous target and begins stacking on the next. Because of this, Hurricane cannot be applied to targets hit by Hurricane bolts -- if it could each one would count as another target, meaning Silver Bolts would cease to exist as part of Vayne's kit.

As to why Riot didn't change this in anticipation of Hurricane, it's probably because they were afraid of what would happen if Vayne was continuously procing 8% of target's max health on 3 targets simultaneously.

Also, about Varus -- it works far better on him than it does on MF, because when he hits targets afflicted with Blight with a spell they lose 15% of their max health.

Oh man, if Hurricane took off the "only 1 target at a time" aspect of Silver Bolts.

True damage. True damage everywhere.

Haven't scoured the forums yet and since this was on the first page:
Does Runaan's Hurricane work with Kog'Maw's W?
Does it apply on-hit affects from items (phage/frozen mallot, blade of the ruined king, etc...)?

Idk about kog'maw since I haven't tried it personally, though I assume yes.

And yea, it applies on hit effects, says so in the description. This included wit's end, blade of the ruined king, phage slow, red buff, etc.

Yes. Kog'Maw with BotRK is very scary if he can be protected.
