Lore:
Rediscovered after the Rune War, there exists a hall dubbed Shurima Bastion by later explorers, known for its mighty carved statues. With statues lining the entrance and on most corridors, the mightiest and most intricate statue stood alone in a secluded chamber of the hall, standing three times taller than any man.
When the artificer Durand began experimenting with creating sentient beings, he packed away his lab equipment and travelled to the deserts of Shurima, joining a small group of explorers and historians investigating Shurima Bastion. Distancing himself from the rest to experiment in private and keep them away from his sometimes volatile magic, he found himself in a side chamber overlooked by a huge statue, whose base simply read “Otus”.

Having honed his skills on the bastion’s mighty statues, Durand returned to Demacia where he finally created his crowning achievement; Galio. While Galio was reserved for his own use, Durand sent forth his successful experiments from the Bastion to defend the Demacian border. Meanwhile the one remaining statue of Durand’s chamber left alone in solitude by the rest of the camp, stood impassively as the residual magic of Durand’s many experiments seeped into the stones.
One night the camp heard an ear-splitting crack. They stood motionless as the walking behemoth slowly strode past them, its unblinking gaze sweeping over them. Otus strode from the Bastion, marvelling at the sun on his skin, the movement of his limbs, and went forth to find the man who he had watched over all those nights.

Abilities:
Inanimate [Innate]: For every second Otus is stationary while not casting spells or attacking he gains 5/10/15 armor/magic resist up to a maximum of 30/60/90 bonus armor/magic resist. These bonuses decay over 3 seconds.

Q – Stone Guard/Warrior [Active] – Range 500 – Cooldown 13/12/11/10/9 Seconds:
Guard; if ally targeted: Otus dashes to defend the nearby ally taking the next 2 hits (within the next 2 seconds) for them at 110%/100%/90%/80%/70% damage.
Warrior; if enemy targeted: Otus dashes to the nearby enemy dealing 40/80/120/160/200 (+0.6 Ability Power) magic damage to them and causes them to take 3%/6%/9%/12%/15% extra damage over the next 2 seconds.

W – Topple [Active] – Range 600 – Cooldown 22/20/18/16/14 Seconds:
Otus topples over onto any enemies in front of him dealing 80/120/160/200/240 (+0.5 Ability Power) physical damage and stunning them for up to 2 seconds but makes enemies hit untargetable for the same duration. Moving or casting spells while fallen will cause Otus to get up and cancel the stun and make the enemies targetable again.

E – Polish [Active] – Cooldown 20 seconds:
Otus polishes himself reducing the cooldown of all his other spells by 5 seconds and increases his movement speed by 10%/20%/30%/40%/50% which decays over 3 seconds.

R – One for all [Active] – Range Global – Cooldown 220 Seconds:
Otus picks one of 3 options for his ultimate, which can be changed each time he levels it up (it still applies the 2nd or 3rd level of the ultimate even if he changes which effect he wants).

-Immobilizes Otus for 5 seconds during which time all allied champions take 15%/20%/25% less damage, 70% of this damage is absorbed by Otus. If Otus dies during this 5 seconds the effect stops. Otus cannot cancel this spell and is unable to move for the full 5 seconds (but can use items).

- Immobilizes Otus for 5 seconds during which time all allied champions gain 15%/20%/25% of Otus’s flat movement speed (flat bonuses apply [e.g. alacrity], but percentage bonuses do not [e.g homeguard]). If Otus dies during this 5 seconds the effect stops. Otus cannot cancel this spell and is unable to move for the full 5 seconds (but can use items).

- Immobilizes Otus for 5 seconds during which time all allied champions gain 10%/15%/20% armor and magic penetration. If Otus dies during this 5 seconds the effect stops. Otus cannot cancel this spell and is unable to move for the full 5 seconds (but can use items).

To be honest he seems to be a tanky support like character
But i'm sure someone could find a way to play him in any lane

I have a problem with his ultimate. I don't really see a lot of counter-play to work around that ultimate. He just sits there, gives his teammates 25% more effective HP (from anywhere on the map), and the enemies can do essentially nothing about it. Sure, they can focus him (while he beefs up from his passive and is probably already beefy from items), but that leaves all the damage dealers to do whatever the heck they want.

Also, it essentially ruins Maokai's ultimate. WHile Maokai's ult does have a burst of damage when it deactivates, it's effect is a very limited radius, where the counter-play is quite simply "gtfo".

Furthermore, Q->W->R(25%DR) sounds like a totally broken teamfight initiation, both defensive and offensive initiate. Gap-close with Q, take out 2-3 enemy champions for 2 seconds (a long time in a team fight) with W, then make your team super-beef for 5 seconds while you stand still.

On the flipside, I can foresee issues with his long-term threat. After he does his burst-CC of rediculousness and his ult wears off, he's essentially useless baggage to the team. He'll have to build sunfire or some other threatening long-term item in order to remain useful in a team fight.

Well toppling after Q'ing to someone ruins the increased damage against them as they're rendered untargetable. The topple is most likely reasonably short range. Also, once he hits level 3 in the ult he can no longer change it, so yeah.
