How ****ed is the Elo system?

My friend has played 73 games and won 39 of them, but has an Elo of around 1150 steadily. They gain twice as much as they lose from games, have a positive win-loss ratio but have less Elo than you start with? How's it possible to always have more wins than losses but to always have less than the starting Elo?

Because games you won, you were expected to win, and games you lost you were expected to lose.

If you are expected to lose, and you win, you gain more elo, and if you are expecting to win, and you lose, you lose more elo.

Your friend obviously carried games that he should have lost.

I'm guessing you meant that they lost a game they were expected to win? And yes, I know/assumed all that. It all just seems very random and un-defined.
