Loading screen disappears (DETAILED)

This is becoming incredibly frustrating for me. I will be filing a ticket shortly after finishing this forum post, but I would like to know if anyone can help me with this or knows a solution for these two (possibly related) problems:

Let me preface with this information: I have tried restarting my client (multiple times). I have tried repairing. I have tried re-installing. I do not run any odd programs alongside any programs mentioned below. Steam, Firefox, Chrome, Pidgin, Notepad++, Malwarebytes, Microsoft Security Essentials, Rainmeter, Thunderbird, and Dropbox are usually the other applications I have in the background (not counting system processes). I also do not have any viruses (as reported by MSE) nor malware (as reported by Malwarebytes).

1] Sometimes if both LoL and Skype are running, the loading screen shows my latency at 999 ms and will disappear (read: crash/exit/poof) sometime before I actually get into the game. At the same time, Skype shows that I've disconnected from Skype. An easy assumption is that I'm getting internet hiccups, except I am browsing the web and am on Reddit/Facebook/Youtube/Streaming sites (all of which normally do not cause any problems for me) while this is happening. This can be avoided by me if I completely quit Skype BEFORE I get to or WHILE I am in the loading screen, but if the problem is there on any particular day, I cannot get both Skype and LoL to work in harmony.

2] Other times, I will be loading with normal latency (~120 ms) and the loading screen has me loading. The [TIP] will show up and then, right before it disappears, my loading percentage will stall (stalling is not normal for me), and once it disappears and is replaced by the "VS" sign, I will load up to another 1% further than before and then the loading screen will disappear again. Poof. Gone.

If I click on the little red "Riot" thing in my Notification Area, I get the Adobe Air LoL Client with a blue dialogue box that reads "Game is still in progress...". If I try to exit the client normally (by clicking on the X and hitting "Yes" to "Are you sure you want to log out?"), the window closes. Afterwards, sometimes the LoLClient.exe and LoLLauncher.exe processes hang around (even though there is no window...).

If instead of exiting normally, I end PMB.exe, LoLClient.exe, LoLLauncher.exe and anything LoL related in my task manager, I can login again normally.

The latest game this has happened to me with was a ranked game that took ages to start up due to consistent dodging and afking at the readycheck. My team was Ezreal (me) Diana Shyvana Leona and Lee Sin. It was a ranked game, and I apologize deeply for my teammates who had to 4v5 for 20 minutes and lose elo because of this ****. I had just played a full ranked game out prior to that game wherein I was a support Nunu, so I didn't expect this to happen. I wasn't even on Skype (had the program/process exited). I personally would like a loss forgiven in this regard - it's seriously not cool.

When I check my logs, I see a whole bunch of absolutely empty netlog .txt files for 4:23 - 4:28 AM (one for every minute) wherein I was trying to reconnect successfuly to the game and make it past the loading screen via exiting the client and restarting. The timeframe is every minute because my system is fast enough to handle it being that quick, as an explanation. My router is set for port forwarding at these ports (3 rules with identical upper and lower bounds): 80, 443, 2099. League of Legends isn't running into any firewall problems either. So what in the hell is going on?
