Hi, this is my first attempt at making a champion concept. That being said it's probably bad so reviews and feed back would be appreciated.

Abilities: Passive - Lucky Streak: Each time Kalgaras kills an enemy champion his attack damage increases by +5. (The stack reset if he is killed)

First Active(Q) - Gale slash: Kalgaras sends a wave of wind with a slash of his sword along the targeted line stunning all enemy champions hit by it, for 0.5 seconds/rank to a max of 2.5 seconds.
Targeting style: Skill shot.
Targets allowed: Minions and enemy champions.
Range: 600
Cooldown: 16/14/12/10/8
Cost: 60/65/70/75/80 mana.
Physical Damage: 30/50/90/100/150 (+ 100% Bonus AD)
Projectile Speed: 1000

Second Active(W) - Six shot Roulette: Kalgaras randomly fires 1-6 shot from his revolver at selected target.
Targeting Style: Click on target.
Targets Allowed: Minions, enemy champions and structure (turrets and so on.)
Range: 475
Cooldown: 8/7 /6/5/4
Cost: 80/85/90/95/100 mana
Physical Damage per shot: 40/50/60/70/80 (+ 100% AD)

Third Active(E) - Sakura Pelts: Kalgaras Teleports from one spot to another in a burst of cherry blossoms dealing a small amount of damage and slowing enemies around him in both spots.
Targeting Style: Click on target/destination.
Targets Allowed: Minions, enemy champions, or just an area in case you need to get away.
Slow: 30%/35%/40%/45%/50%
Range: 625

Cost: 45/50/55/60/65 mana

Appearance: Human male mid twenties, he has black spikey hair and glasses. He wears a baggy blue hoodie and a pair of baggy black jeans with two silver strips on the outsides of the pants legs. he wields a damaged katana in his left hand and a six shot, long barrel, revolver in his right.

Lore: Tobias Kalgaras grew up on a far off world where magic had waned and give way to science and technology. When several strange occurrence began to happen that couldn't be explained by science. Some of the worlds people began to try a bring magic back. Kalgaras was one of many test subjects that were used in an attempt to give "normal" people the ability to use magic. During one of the test, the fabric of his reality was ripped open. The rift began to pull a number of other test subjects and equipment into it each time Kalgaras could hear his name being called through the rift louder and louder. Believing that the only way to close the rift, was flung him self into it. He ran to his room in the facility and grab the weapons he had smuggled in, an old nicked and chipped katana, and a six shot revolver. Then ran back to where the test room was. The room it self had almost completely been dragged into the rift. He stopped for a moment and whispered a quiet prayer of forgiveness from his family, and then dove into the rift. He drifter through the darkness for what felt like ages before he suddenly crashed through a window, knocking him unconscious. When he awoke he found him self on Runeterra, more specifically in Piltover. He also soon discovered that the tests had somehow worked and given him some magical ability. Shortly after he was approached by the league offering to look into how he appeared on Runeterra. He agreed eagerly with one condition if they found out how he got there that they would try and find a way to send him home, if there was still a home to go back to that is.

Just a quick note, not a full review or anything, but consider the passive for a moment.

If yeu have this guy on a kill streak that makes him legendary (8 kills without death), this comes out to a +40 bonus damage. With the encouragement to build extra tanky to keep the stacks, the extra encouragement is that this can stack up enough to be worth not building as much for damage so long as yeu maintain lots of survivability to the point of just not dying.

Other issues include things like low level games people tend to build squishy and play recklessly, while higher end games players will often build very bulky and won't take nearly as many risks, mostly sticking to safer choices, which leads, in turn, to far fewer kills in total for an entire game.

As such, this means that it's very possible he won't get many kills, starving him of value, or may get too many kills, making him OP.

Due to this, a middle ground is generally preferred. On most characters and items with stacking effects, yeu'll notice that they trend towards having a relatively low cap on gaining kills, and a restriction on how many are lost at a time (consider mejai's or Cho'gath, for examples).

It may be better to make it a little stronger, but limit the benefits a touch in total. Something like +3 damage per stack and each 1 kill grants 2 stacks or 1 assist grants 1 stack, and stacks up to 10 times total (one aced team fight would fill it if he were present for the duration), and he loses 5 stacks for dying, for example.

These are just rough numbers, but it maintains the rough balance overall by letting him get charged back up faster, and without the slap to the face of having yeur entire passive disappear as if yeu never had one for a single death that may have been unavoidable.

Additionally, in relation to the name of the ability itself, "Lucky Streak" is mildly insulting to a player who's worked well to rack up those stacks, and generally it's not due to blind luck. A minor tweak to a title such as "Skilled Hand" still implies "luck" in the "slight of hand" sense, but also implies that the player creates their own luck through skill instead.

It's a minor gripe, but this is the kind of thing to look out for on a psychological level for the player. Regardless of whether they do well or not, insulting them is not the answer, as it just frustrates them until they stop playing. Even if it's a small, minor and seemingly insignificant concept, there will be those who get angry over the idea that their kill streak was labeled by their own character as "just luck", and that can lead to them not being interested in that champion any longer, which leads to a potential loss of sales on skins and such.

People are fickle and picky. Still, it's possible to work around such issues when yeu think of things in that manner.

Anyway, I'm out for now, just figured I'd drop in and point a few quick things out.

Lore: Tobias Kalgaras grew up on a far off world where magic had mostly waned and give way to science and technology. Some family still possessed inherent magical abilities, his was one such family. One day while cleaning up his father's attic, he found what looked like an ancient journal. Inside he found the tale of how his family retained the use of magic. One of his ancestors had made a deal with "mages from across the void" the cost to continue their family's use of magic was, every fifth generation on the eldest's twenty-fifth birthday a ritual was to be preformed where the person was sent to a far off world as payment. As the realization wash over him that he was the eldest and that day was his twenty-fifth birthday. He smiled and mutter "Just my luck." He got up and headed down stairs to the living room where his family and few friends were. Laying the journal on the table, he said "Lets get this party started!" The day was the best he'd had in a his entire life, as the sun set and everyone else headed home, Tobias and his father prepared for the ritual. His father said to him just before starting the incantation "I'm sorry, you have to pay the price son.....I'll miss you, and I love you." Tobias smiled and replied "This is what i was born for dad, but I'll miss you too." Gripping his two most trusted weapons, an old chipped and damaged katana and a long barreled six shot revolver. Has the ritual began, a light engulfed Tobias and when it faded he found himself on the island of Ionia on Runeterra, After Wandering for a time Crossing paths with several Champions from the league, Riven the Exile most frequently. Tobias approached the league to see if they could help him find away home, they explained that it wasn't possible, but offer him a place where he could take out his aggression and sorrow.
