Where to practice new champs?

Hey guys,

I'm only at around 1400 elo, but I see a huge difference in skill level between Normal games and Ranked games.

Surely I would not want to practice in Ranked, but in Normals, the opposing team is usually too confused amongst themselves for me to even try to improve my game with a champ I'm unfamiliar with.

What's a good place to practice then, with competent opponents?

Normal draft/smurf or customs with friends.

I do not Suggest Draft mode. Usually people that want to try new champions just want to play that champion and nothing else and that is not how it works.
Go Play blind mode you have to be fast and pick :3

After trying nearly every single method possible, I found 1v1 buddies who I skirmish against for practice. This method for me has been at least 10x as profitable as the empirically determined second place pick, Blind Pick Normal Queue.
