To me he feels like a champ that can't make plays on his own. If he solos mid or top, he can only stall the lane and hope for a gank in order to get a kill.

Teamfights he feels like he can only q/e and w in or out and then wait to catch as many people as he can in his ult.

Am I missing something? What is he good for? It feels like he's one of the less useful AP casters in the game.

Vlad has a weak early game but this is a tradeoff for being an absolute monster late game.

First of all, Vlad is not a traditional AP mage. He is not centered around burst damage. Vlad does sustained, AoE damage. Additionally, his passive makes him insanely tanky when combined with lifesteal and Transfusion.

In lane, your job is to farm. You can freely harass most melee champions top and many mids without retaliation using your Transfusion. Vlad scales insanely well.

Start Boots + 3 Pots, and farm for a Hextech Revolver. Next get a Rylai's Scepter. Once you have this, you can catch and kill people as your spells will slow. Next up is a Deathcap. From there, the rest are situational.

Not everyone champion is made for 1v1s. This game is about team fights. At higher levels of play, solo ability means next to nothing. Vladimir is not a solo character - what he excels at is team fights. He puts out amazing AoE damage. His ultimate is an amazing boost to your team damage. He's tanky enough to make him a bad target to focus down. You are there to soften everyone up for your team.
