Well Spell vamp and lifesteal are both used on damaging abilities or attacks and not any passive or "sustain only" ability like heal...

so I agree with OP its "Offensive" in nature

cause supports ( and to some extent, junglers ) are going to get alot of use out of a measly 3% LS + SV.

this really shouldn't be in the util tree, atleast not so far down, since it's carries and bruisers who get far more out of those stats.

if it was, say, higher up in the tree i really wouldn't care, but it's tier 4. -no one- out side of junglers and supports are going to go that deep into the tree for that small amount of sustain.

It's called the "utility" tree, not the "support *****" tree.

The idea is that carries or bruisers may want the utility out of the tree. They don't want carries to get free extra sustain with all the balances and changes of season 3. You shouldn't get free sustain by building offense.
