My idea is for a new Support type champion since there hasn't been one out for...well for quite a long time.
Kinda ironic that I posted this the day Nami, The Tidecaller was announced.

Stats:
Health: 465 (+78) Lv18 - 1,869HP
Health Regen: 4.5 (+0.70) Lv18 - 17.1HP/5
Mana: 350 (+69) Lv18 - 1,592MP
Mana Regen: 6.9 (+0.6) Lv18 - 17.7MP/5
Attack Damage: 50 (+3) Lv18 - 104AD
Attack Speed: 0.625 (+2.61%) Lv18 - 1.095AS
Armor: 30 (+3) Lv18 - 54 Armor
Magic Resist: 30 (+1) Lv18 - 48 Magic Resist
Range: 450
Move Speed: 320


Passive:
Nearby Allies with a Jungle buff upon them get Health back equal to the amount of damage they deal.
The reason for this is that all of his skills buff up both him and allies. Adding something else to his passive will make him very strong. This will add more of a reason for ganks, will boost of the potental of ganks, along with giving the Jungler sustain while leashing Red/Blue.

Q: Wrath of the Runes/Guidance of the Runes
Enemy Target: Blast the target for 40/50/75/100/125 (+0.6 AP) Magic Damage.
Can't be used on Minions.
Ally Target: Heal the target for 75/100/125/150/175 (+0.5 AP). Increases the target's Health Regen by 10/15/20/25/30 HP/5 for 10 seconds.
Heals you for 50/75/100/125/150.
The target is healed for an extra 5/25/45/65/85 per 5 runes.
Gives extra regen for the cost of this skill.
Mana Cost: 80/100/120/120/130
Cooldown: 12/11/10/9/8

W: Runic Energy
Passive: Gain 5/10/15/20/25 bonus AP
Active: Boost the Movement Speed of all friendly units around you by 10/15/20/30/35 for 4 seconds.
The boost is increased by 2 per rune.
Mana Cost: 50/60/70/80/90
Cooldown: 15
Range: 700

E: Rune Spire
Active: Summon a Rune Spire at the targeted location for 1 minute that grants sight equal to wards. Is visible to the enemy team.
Increases all Allies AD and AP by 10/15/20/25/30 for as long as they are near it.
Reduces all Enemies Magic Resist and Armor by 5/10/10/15/20 for as long as they are near it.
Increases the time it is active by 2 seconds per rune.
Mana Cost: 100/125/125/140/140
Cooldown: 20/19/18/17/17
Cast Range: 300
Buff Range: 300

R: Creature of the Rune
Passive: Conversion
When a unit dies near Kon'Tor, he converts the corpse to a rune. He can store up to 20 runes at a time. 50% of the rune are lost upon death by Enemy Champion.
You use the F5-F8 keys to summon each one. Active the skill only to use the Rune Hawk's ability. The skill goes on Recharge once the current creature is dead.
The runes are used to change his other skills.
Summons a Runic Creature depending on the amount of runes you currently have. Each creature lasts til death.
Mana Cost: 100/150/200
Cooldown: 35/30/25

5 Runes: Rune Hawk:
HP: 150
Movement Speed: 450
Damage: 10 (+.5AD)
Attack Speed: 1.000
Armor: 20
Magic Resist: 5
Ability: Active again to move the Rune Hawk to the targeted area to scout. Same range as a Ward. Global. Can be target of spells.

10: Rune Mage:
HP: 300
Movement Speed: Same as Kon'Tor
Damage: 25 (+1AD)
Attack Speed: 1.000
Armor: 25
Magic Resist: 50
Ability: Grants bonus 5/10/15 AD and AP to surrounding Allies.
Grants bonus 5/10/15 HP and MP per 5 to surrounding Allies. Range 550.
Grants bonus 5/8/11% Movement Speed to surrounding Allies. Range 550.

15: Rune Golem:
HP: 1,000
Movement Speed: 350
Damage: 50 (+2AD)
Attack Speed: 0.500
Armor: 100
Magic Resist: 50
Ability: Grants bonus 50/150/250 HP to surrounding Allies. Range: 550
Grants bonus 15/25/35 Armor and Magic resist to surrounding Allies: Range 550.
Taunts nearby Minions and Jungle Mobs. Doesn't affect summoned creatures.

20: Runic Guardian:
HP: 750
Movement Speed: 400
Damage: 35 (+.3 AD)(+.3 AP)
Attack Speed: 1.000
Armor: 75
Magic Resist: 50
Ability: Revives an Ally on death will full HP, but 45% reduced Stats for 1 minute. Global. Places at Base. Revives after 5 seconds for time to use "Revive". Cooldown 120s.
Grants a 50/100/200 Shield on all Allies near the Guardian. Shields regenerate after 30 seconds of destruction, but 75% reduced shielding when near an Enemy Champion. Range 750.
Heals all Allies for 50% of the amount of damage he deals and 25% he takes. Range: 250

Very interesting concept, though the ult seems like it would be difficult to pull off effectively. I'll comeback after I get some sleep as my brain is kind of dead right now, but it looks to have a lot of potential.

Back as I said I would be and awake now lol. My suggestion for his ult, because the F5-F8 activation would be difficult use in high pressure situation is to use [R] as an Modifier for his base skills. For example, you activate [R], and then you would activate [E] So summon a Runic Mage.

Also the scaling to his Actives from his rune stores seems a little strong to the point where, if I were playing as this champ, I'd rather horde all the runes that summon any creatures.

Could you maybe explain how Runic Guardian works a bit more? How does it activate on an ally? I'm assuming they're summoned back at base, if that's so, why take away 45% of your ally's stats for one minute? I'd rather wait until I respawned naturally than go into a team fight with a huge debuff that'd cause me to get insta-killed.

that passive wud be completely rediculous for any high damage jungler like shaco's ganks or xinzhao for example, it would make their sustain insane in team fights with 100% lifesteal n spellvamp. Also it would give any AP mid incredible sustain with blue buff.
