Noc sucks solo because he has little mana and he pushes lane so he gets ganked 24/7, which isn't helped by his lack of reliable escape. He entire kit is tooled towards jungling. And he's good at that.

Riven just slaps **** all around.

Nocturne is the better jungler. Riven is the better Solo. But the champs that can always successfully do both is Riven. I say that because the the only drawback to playing Nocturne top lane is his lack of tankiness. But you can fight that with regen and sustain. It's a tough decision, but I'd go with Riven. As Tankier champions seems to be the more popular choice in skilled players. Tanky dps champions are just.. the more dependable champions.

Riven hops around, never runs out of mana, has an instant aoe sun, has an absorb shield that scales with her AD (and armor and magic resistance) and her ult gives her a damage and range steroid and an aoe ranged execute move. She is a fun champion to play because she can be constantly aggressive in lane as long as she levels up the correct skills and buys the right items to deal with her opponent, and if she does well early she can get double and triple kills through the mid game without too much trouble.

Noct does a lot of his damage with basic attacks and has a few mechanics he can use to increase the damage and speed of his attacks. He is famous for jumping people with his ult, and if he uses it well it is game making, but if he doesn't get a kill or assist or win a team every time he uses it then he is falling behind, so there is more pressure on him. His ult does block a lot of vision, and doing that plus using the dash to get on a squishy can lead to a won team fight. He can block one spell with one of his abilities and gets one of his steroids for doing it, but if he doesn't pull that off he goes into the fight a lot weaker.

Riven is more likely to become an unstoppable killing machine, but she isn't really going to get a ton of pentakills. Noct can decide a team fight with is ult, but he is more likely to make someone else look good or get someone else fed.

Both of them are also decent niche mid picks.
