The thing is, Annie's range is balanced by her abysmal attack damage. Maxwell could theoretically do a decent chunk of damage that way.

I haven't decided how long it takes for a charge to dissipate, but I'd imagine it'd be fairly long, ten seconds at least.

His Ult has no mana cost or cooldown. It's just used to switch up between polarities. Kinda like Karma or Jayce, only with absolutely zero actual bonus. Just for strategy.

Hence the reason he has 550 range. With his ult, he can trigger Lich Bane every 3 seconds for free. At 625 range, that's a scary poke.

because the ult has no cost or cool-downs,it is considered a passive toggle (similar to ashe's frost shot or warwic's blood scent), and therefor it actually would not be allowed to proc a sheen/triforce/lichbane at all.

Yes, but it isn't a passive toggle, it's an active toggle, as it toggles between to different states rather than toggling a passive. It's closer to, say, Nidalee's Aspect of Cougar than Warwick's Blood Scent, and as such, would trigger the Sheen family.

passive toggles are characterized by no cooldown and no resource cost. nidalee's cougar form has a cooldown, thus procs sheen, swains ravenous floc has a manacost, and thus procs sheen.

this is put in place specifically to stop such a toggle from being overpowered with a sheen.

Blood scent has a cooldown.

indeed it has a cooldown, but that doesnt support your point. this just means that even with a 4 second cooldown the skill is overpowred if it procs a sheen.

for your ult to be balanced with current skill that work similarly, namely nidalee's cougar form (maybe elise's spider form, haven't checked) your ult should have a 4 second cooldown.
