I used to play Heroes 3... but that's probably not what you're looking for, also it's dead now.

Online only,
There's Magic the Gathering Tactics, but it's buggy, and simplistic.
And there's Poxnora, but it's really super grindy.

Offline (with optional multiplayer),
There's Battle for Wesnoth, a cross between a Tactics game and risk.
And there's Age of Wonders; one of the best games I've playe, and a cross between a Tactics game and Heroes of Might and Magic 3.

Shattered Galaxies(Free to play with some paid alternatives that dont matter much, just speeds things up)

Not sure if its still around or how its doing, it is basically like PVP based mmo.

You control a squad of units(like battleships, ground infantry, etc) and they all level up as you win. There are plentys for level ranges, there are very few pve maps. Most of it is two seperate factions warring on each other. There is a large map that changes color based on who is controlling an area, and the war constantly goes back and forth.

Elected people are the commanders and they issues orders, whether people follow are up to them... but everyone controls one squad at a time. There are HUNDREDS of unit types and you can mix and match them.

You can even deploy very slow moving nuke trucks, which can be devastating if played right.(Most newbs will almost always miss)

Its pretty fun, its like an RTS Starcraft but you can only deploy one of squad of 6 to 11 at a time(depending on your character build) and everyone deploys on maps leading to MASSIVE rts fights.
