It's been a known issue for a while that on occasion, players' ping will go nuts and utterly ruin a game. Often this appears to be a server-side issue, sometimes the fault of the individual user's connection or PC. Either way, how hard would it be to have some sort of ping test integrated into the PvP.net shell? A quick way to see pre-queue whether or not you'll be giving free ELO to your opponents.
I'm aware of the dozens of ping-test services for general connections, but often this is a League-specific problem so it would be nice to have a League-specific test, in lieu of a solution.
