I have an old laptop when i'm on tour. Probably worth around 200$. Only on board graphic card. lol runs fine with low to normal details (not even very low).

I'm sure there are people that don't want to or can't spend that much money.
But most people are able to play lol as long they are able to play other games.

SC2, WOW, D3, CS:S, C&C, SupCom, ....
All these games have higher requirements. So as long as a gamer is able to playa modern game, he will be able to play lol.


A small tip:
Update your drivers (mainly graphic card driver).

A 100$ Gpu (HD 7750) will run LoL on full HD all maxed out with 100+ fps. Your PC must be from the last century if the maps lag on lowest settings. Get a used Gpu for 20$ or smt, that's like lunch money for 2 days.
